Requires a state of emergency proclaimed by the Governor to automatically terminate 60 days after proclamation unless extended by the Legislature through concurrent resolution.

Allows the Legislature to extend a state of emergency by concurrent resolution before it terminates, but each extension cannot exceed 60 days.

Grants the Governor authority to proclaim termination of a state of emergency at the earliest possible date conditions warrant.

Establishes that all gubernatorial powers related to a state of emergency end either when terminated by the Governor's proclamation, by legislative concurrent resolution, or automatically after 60 days if not extended.
