Makes nonsubstantive clarifying amendments to California Consumer Privacy Act (CCPA) and California Privacy Rights Act (CPRA) provisions regarding personal information definitions, consumer rights, and business exemptions.

Adds vessel information exemption to privacy requirements, similar to existing vehicle information exemptions, for warranty repairs and recalls between vessel dealers and manufacturers.

Declares that the bill's provisions further the purposes and intent of the California Privacy Rights Act of 2020.
