Replaces the term "conditionally exempt small quantity generator" (CESQG) with "very small quantity generator" (VSQG) throughout California's hazardous waste control laws and updates the definition to reference federal regulations Section 262.13 of Title 40 of the Code of Federal Regulations.

Updates waste accumulation regulations for generators of less than 1,000 kilograms of hazardous waste per calendar month to conform with current federal waste accumulation standards under Section 262.16 of Title 40 of the Code of Federal Regulations.

Authorizes household hazardous waste collection facilities to accept hazardous waste from VSQGs, with limits of 100 kilograms per month, and allows VSQGs to transport up to 27 gallons or 220 pounds per month directly to such facilities without a manifest.

Exempts VSQGs and household hazardous waste transporters from hazardous waste transporter registration requirements when transporting waste to authorized household hazardous waste collection facilities.

Provides that no state reimbursement is required to local agencies since the bill only changes conduct constituting crimes under existing hazardous waste control laws.
