Establishes the Flexible Demand Appliance Rebate Program as part of the Energy Savings Assistance Program, requiring electrical corporations with more than 100,000 service connections to administer it in their service territories.

Makes the rebate program available to low-income ratepayers eligible for the Energy Savings Assistance Program to incentivize deployment of flexible demand appliances that can shift or curtail electricity consumption.

Funds the program using unspent and uncommitted moneys from Energy Savings Assistance Program budgets as of December 31, 2020, and prohibits the Public Utilities Commission from increasing rates or imposing new charges to support the program.

Requires the Energy Commission to publish public lists of flexible demand appliances meeting state standards and compatible load-management programs for use in the rebate program.

Requires the Public Utilities Commission to submit to the Legislature a biennial assessment of the program beginning July 30, 2023, including participation numbers, energy savings, costs, environmental benefits, and recommendations.
