Allows local agencies to conduct teleconference meetings while removing specific teleconferencing notice requirements previously mandated by the Ralph M. Brown Act.

Requires public access to teleconference meetings both in-person and remotely via call-in or internet-based options, with notice of observation and comment methods provided each time meeting time or agenda is posted.

Mandates at least a quorum of legislative body members participate in-person from a single, publicly-identified location within the agency's jurisdiction during teleconferenced meetings.

Requires local agencies to establish and implement procedures for receiving and swiftly resolving reasonable accommodation requests for individuals with disabilities consistent with the federal Americans with Disabilities Act.

Declares legislative intent to improve public access to local agency meetings through broader teleconferencing options, consistent with Governor's Executive Order N-29-20 regarding COVID-19 pandemic provisions.
