Requires growers or producers selling listed agricultural products (apples, asparagus, bell peppers, blueberries, dates, honeydew melons, lemons, nectarines, olives, and table grapes) to attest under penalty of perjury that products comply with California health, environmental protection, and labor laws using a department-developed form.

Prohibits distributors from selling listed agricultural products produced in other U.S. states to retailers unless the distributor reasonably believes the products comply with California health and environmental protection laws.

Prohibits distributors from selling listed agricultural products produced in-state or outside the country to retailers unless the distributor reasonably believes the products comply with California health, environmental protection, and labor laws.

Requires distributors selling to retailers to provide self-attestation forms received from growers or producers; providing such forms creates a rebuttable presumption of compliance with applicable laws.

Establishes a $500 civil penalty per violation, enforced by the Attorney General at the department's request, with recovered funds deposited in the Department of Food and Agriculture Fund for administration and enforcement of these requirements.
