Authorizes County of Los Angeles to establish higher change order caps for large contracts: $400,000 (adjusted annually for inflation) for contracts exceeding $25,000,000 and $750,000 (adjusted annually for inflation) for contracts exceeding $50,000,000, compared to existing $210,000 cap.

Applies to county general contracts, county highway contracts, county bridge/subway contracts, county waterworks district contracts, and Los Angeles County Flood Control District contracts.

Requires County of Los Angeles Board of Supervisors to implement fraud prevention and accountability measures when delegating change order authority and maintain existing protest and grievance procedures.

Limits application to no more than 7 total contracts across all specified contract types and requires County to submit review report to Assembly Committee on Local Government and Senate Committee on Governance and Finance by July 1, 2026.

Provisions expire January 1, 2027, with prior law reinstated for all affected contract types.
