Requires the State Air Resources Board to conduct a comprehensive health analysis with each scoping plan update, beginning with the 2022 update.

Mandates the health analysis be developed in collaboration with the State Department of Public Health and Office of Environmental Health Hazard Assessment to assess health impacts and benefits from greenhouse gas reduction outcomes.

Requires the analysis to include a framework examining health impacts, health equity impacts, and health benefits across all sectors in the scoping plan, with qualitative assessment at minimum and quantitative analysis where feasible.

Directs the State Air Resources Board to identify gaps in current tools and methodologies for quantitative health impact analysis and develop strategies to fill those gaps.

Requires public and impacted community input opportunities on the health analysis through public workshops, incorporation into draft scoping plan documents, and an annual report to the state board.
