Requires law enforcement and oversight agencies to complete investigations into allegations of discharge of firearms, use of force resulting in death or great bodily injury, sexual assault, or dishonesty relating to crime reporting or investigation, even if the officer voluntarily separates from the agency before investigation concludes.

Mandates investigations reach a final finding of either sustained, not sustained, exonerated, or unfounded, with definitions provided for each determination.

Requires any investigating agency other than the officer's employing agency to disclose its findings to the employing agency no later than the conclusion of the investigation.

Effective date January 1, 2022.

Establishes state mandate requiring reimbursement to local agencies under Government Code Part 7 if Commission on State Mandates determines the bill imposes state-mandated costs.
