Requires the Department of Alcoholic Beverage Control to refund new permanent license fees and renewal fees for specified license types upon Legislative appropriation.

Limits refunds to licenses that were active for any period between March 1, 2020, and January 31, 2021, covering license types 40, 41, 42, 47, 48, 49, 50, 51, 52, 57, 59, 60, 61, 68, 75, 77, and 87.

Requires licensees to request refunds in the manner specified by the department and certify under penalty of perjury that they qualify for the refund.

Exempts the department's refund requirements, guidelines, and certification procedures from the Administrative Procedure Act.

Declares that refunds serve the public purpose of supporting COVID-19 pandemic-impacted businesses and do not constitute a gift of public funds under the California Constitution.
