Changes the deadline for mailing county voter information guides from 21 days before the election to 29 days before the election for general elections.

For partisan primary elections, changes the deadline for mailing party-specific and nonpartisan voter information guides from 10 days before the election to 29 days before the election.

Removes the requirement that voters must be registered at least 29 days before the election to receive the mailed guides; guides are now sent to all registered voters.

Requires elections officials to provide information to late-registering voters (after the 29th day) about where to obtain guides and directs them to polling places and websites where guides are available.

Establishes that if the Commission on State Mandates determines this bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
