Requires each county sheriff to submit data to the Board of State and Community Corrections by January 1, 2023, including lists of educational, rehabilitative, and exercise programs offered in county jails.

Mandates collection of participant numbers, program administration costs, and overall recidivism rates for each county jail facility.

Defines recidivism as a new felony or misdemeanor conviction or probation violation within three years of a previous criminal conviction.

Requires the Board of State and Community Corrections to compile and submit a report to the Legislature by July 1, 2023, based on the submitted data.

Sunsets the reporting requirements on July 1, 2027, with full repeal effective January 1, 2028.
