Prohibits California State University from charging tuition or mandatory systemwide fees for up to 2 academic years to California Community College transfer students who have completed an associate degree for transfer, received a California College Promise fee waiver, and are at least 28 years old

Requires the CSU Chancellor to distribute funding to each CSU campus to offset the costs of tuition and mandatory systemwide fee waivers for qualifying transfer students, contingent upon legislative appropriation

Mandates that fee waivers supplement rather than supplant other financial aid and requires qualifying students to complete the Free Application for Federal Student Aid, state university grant application, or California Dream Act application

Requires CSU to provide grants equal to the amount of waived tuition and fees to students who have financial need and receive partial or full waivers through other aid programs, to help cover nontuition college costs

Implementation is contingent upon the enactment of an appropriation for this bill's purposes
