Requires counties with a population of 100,000 or more to appoint at least one member to their mental health board who is a veteran or veteran advocate.

Requires counties with fewer than 100,000 residents to give strong preference to appointing at least one board member who is a veteran or veteran advocate.

Mandates that counties notify their county veterans service officer about board vacancies when making appointments.

Defines "veteran advocate" as a parent, spouse, or adult child of a veteran, or an individual who is part of a veterans organization such as the Veterans of Foreign Wars or American Legion.

Specifies that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
