Authorizes the California Transportation Commission to relinquish all or a portion of State Route 83 within the City of Ontario's jurisdiction to the city upon mutual agreement with the Department of Transportation.

Relinquishment becomes effective the day after the county recorder records the commission's approval resolution.

Upon relinquishment, the relinquished portion of State Route 83 ceases to be a state highway and becomes ineligible for future adoption as a state highway.

Requires the City of Upland to maintain traffic flow continuity and traffic signal progression on any former portions of Route 83 within its jurisdiction, including directing motorists to the continuation of the route.
