Establishes requirements for the State Air Resources Board to administer the Clean Cars 4 All Program, which provides vouchers for zero-emission vehicles to low-income residents in disadvantaged communities to replace vehicles that failed smog check inspections.

Requires the state board to review and ensure voucher amounts are sufficient to incentivize purchases of near zero- and zero-emission transportation options under the program.

Mandates the state board develop metrics to measure socioeconomic benefits from program participation and create a centralized online database for consumers to view all light-duty electric vehicle incentives available in California.

Requires the state board to develop a community outreach strategy with stakeholders to identify and address barriers to electric vehicle adoption, including cost, information gaps, language access, and charging infrastructure availability.

Sets January 1, 2024 deadline for the state board to complete these actions and meet the goals of the Clean Cars 4 All Program.
