Authorizes $12,000,000,000 in state general obligation bonds for kindergarten through community college education facilities, subject to voter approval at the 2022 statewide election.

Expands eligibility for school facility funding by allowing modernization of buildings at least 75 years old, providing assistance to schools on military installations, and establishing testing and remediation programs for lead in water on schoolsites.

Increases the financial hardship threshold for school districts from $5,000,000 to $15,000,000 in bonding capacity (adjusted annually for inflation starting in 2023-24 fiscal year).

Creates new supplemental grants for schools to expand or construct gymnasiums, multipurpose rooms, libraries, or kitchens, and establishes streamlined preliminary apportionment process for small school districts with enrollments of 2,500 or fewer pupils.

Authorizes State Allocation Board to provide interim housing assistance and other support to school districts and county offices of education impacted by natural disasters declared by the Governor.
