Expands Penal Code Section 118.1 to make it a crime for a peace officer to make a false statement to another peace officer if that statement is included in a peace officer report.

Clarifies that peace officers cannot claim the third-party statement exemption when they knowingly include false statements attributed to others in reports with intent to present them as true.

Establishes punishment of up to one year in county jail or one to three years in state prison for peace officers convicted of filing a false report under these circumstances.

Exempts the state from reimbursing local agencies for costs related to this expansion of existing criminal law under California Constitution Article XIII B.
