Postpones the repeal date of the Barry Keene Underground Storage Tank Cleanup Trust Fund Act from January 1, 2026 to January 1, 2036, extending the fund's operation for an additional 10 years.

Requires the State Water Resources Control Board to convene a stakeholder group by July 1, 2022 to study the fund's eligibility criteria and develop a scoring matrix that prioritizes properties for remediation and redevelopment to support affordable housing and climate change mitigation objectives.

Requires the stakeholder group to submit a report to the Legislature by July 1, 2024 recommending changes to statutes needed to implement findings, including consideration of expanding eligibility to nonpetroleum hazardous substances and identifying additional funding sources for brownfields remediation.

Updates references to the State Board of Equalization to the California Department of Tax and Fee Administration and adjusts various deadline dates throughout the code to align with the extended 2036 repeal date.

Requires a 2/3 vote for passage due to extending a state-mandated local program (crimes regarding furnishing false information under penalty of perjury) and imposing higher taxes under California Constitution Article XIII A.
