Expands the definition of contempt of court under Penal Code Section 166 to include willfully contacting a victim by social media, electronic communication, or electronic communication device in addition to telephone, mail, or direct contact.

Increases punishment for contempt of court violations involving victim contact by a person with a prior stalking conviction to imprisonment of not more than one year, a fine of no more than $5,000, or both.

Clarifies that each contact with a victim constitutes a separate violation, and current incarceration does not serve as a defense to violation of this provision.

Applies the same definitions for "social media," "electronic communication," and "electronic communication device" as used in related stalking and wiretapping statutes.

Specifies that no state reimbursement is required because the act only creates new crimes or changes penalties for existing crimes.
