Authorizes the Department of General Services to transfer a parcel at 4949 Broadway in Sacramento to UC Davis without charge if the property is reported as excess, for housing, childcare, academic programs, and student support services.

Requires the majority of developed square footage on the transferred property to be used for below local market rental rate housing for students, staff, and faculty.

UC Davis must reimburse the Department of General Services for all actual costs of the transfer, including title services, environmental investigations, legal expenses, and early termination costs for contracts related to the property.

If UC Davis does not begin formal planning within one year of transfer or indicates it will not use the property for its intended purposes, the property reverts to the Department of General Services for re-evaluation as surplus land.

Requires colleges, universities, and nonprofits undertaking projects on the property to use skilled and trained workforces, pay prevailing wages, prequalify contractors, and provide monthly compliance reports to the Department of Industrial Relations.
