Requires California state-owned or state-run institutions to implement practices achieving a goal of purchasing at least 60% California-grown or produced agricultural food products by December 31, 2025.

Exempts segments of public postsecondary education and local educational agencies from the 60% purchasing goal requirement.

Requires local educational agencies to accept bids for California-grown agricultural food products before accepting bids for domestic agricultural food products grown outside the state when prices are equal and quality is comparable.

Defines "agricultural food product" to include fresh or processed foods such as fruits, vegetables, nuts, dairy, eggs, grains, meats, poultry, and fish.

Provides that the bill neither limits nor expands California's obligations under the World Trade Organization's Agreement on Government Procurement and authorizes state reimbursement to local agencies for any mandated costs.
