Prohibits cities and counties from challenging school district decisions to override zoning ordinances for employee housing purposes through superior court review.

Maintains the existing prohibition on school districts overriding zoning ordinances for other nonclassroom facilities such as warehouses, administrative buildings, and automotive storage facilities.

Establishes that school employee housing is a matter of statewide concern rather than a municipal affair, making this provision applicable to all cities including charter cities.
