Establishes labor standards for fleet purchasers to be eligible for state incentive programs (grants, loans, vouchers) for purchasing new drayage and short-haul trucks, effective beginning with the 2022-23 fiscal year.

Requires fleet purchasers to demonstrate no violations of applicable labor laws (misclassification, wage theft, workers' compensation failures), maintain direct control over vehicle operations and drivers, and retain these standards for at least three years or the duration of the incentive agreement, whichever is longer.

Applies to incentive programs funded by the Greenhouse Gas Reduction Fund, Air Quality Improvement Fund, Carl Moyer Memorial Air Standards Attainment Trust Fund, Air Pollution Control Fund, and the Truck Loan Assistance Program.

Authorizes the State Air Resources Board to delay or suspend implementation requirements if constraints exist, and requires the board to report to the Legislature by January 1, 2023, on any feasibility issues and remedies.

Allows fleet purchasers to be held liable for repayment of incentives if they violate labor standards during the contract term, and permits successors or assignees to also be required to repay incentives received by previous fleet purchasers.
