Requires the Governor to fill vacancies in the office of United States Senator through special elections, rather than through gubernatorial appointment.

Specifies that U.S. Senate vacancies must be filled using the same procedures as vacancies in Congressional representative or state legislative offices, with a special election called within 14 calendar days of the vacancy.

Repeals Chapter 2 of Part 6 of Division 10 of the Elections Code, which previously authorized the Governor to appoint individuals to fill U.S. Senate vacancies.

Amends Government Code Section 1773 to add United States Senator to the list of offices for which the Governor must proclaim an election to fill vacancies, with the same exceptions that apply to Congressional and legislative offices.

Renumbers and retitles the remaining chapter on vacancies in Congressional offices caused by catastrophe from Chapter 3 to Chapter 2.
