Authorizes development of small home lot developments on parcels no larger than 5 acres zoned for multifamily residential use, substantially surrounded by qualified urban uses, with single-family units averaging 1,750 net habitable square feet or less.

Requires small home lot developments to meet minimum unit density requirements based on zoning or housing element projections, comply with existing setback and height requirements, and meet any local inclusionary housing ordinances.

Prohibits local agencies from imposing setback requirements between units, minimum lot sizes, enclosed parking requirements, or homeowners' association formation on small home lot developments.

Requires cities and counties to approve applications unless the development fails to meet requirements, creates specific adverse public health or safety impacts that cannot be feasibly mitigated, or involves demolition of affordable housing or housing occupied within the preceding seven years.

Applies to all cities including charter cities; declares that housing affordability is a statewide concern rather than a municipal affair.
