Increases minimum bar pilotage charges from $662 to $1,875 effective January 1, 2022, and to $2,600 effective January 1, 2023.

Establishes a catastrophic event surcharge per vessel movement to recover pilot costs from disasters (fire, earthquake, terrorism, etc.) declared by governmental authorities, subject to board approval and public hearing.

Creates temporary movement fees: a dispatch system purchase surcharge (up to $275,000 total, expires January 1, 2023) and a pilot boat maintenance surcharge (up to $1.4 million total, expires January 1, 2024).

Authorizes the board to impose a pilot boat surcharge for costs of obtaining new pilot boats and funding design modifications to extend service life of existing boats.

Declares the bill an urgency statute taking immediate effect to address COVID-19 pandemic disruptions to maritime commerce and vessel movement safety.
