Prohibits placement of California foster youth in out-of-state group care facilities, effective July 1, 2021, and terminates all existing out-of-state placements and certifications.

Establishes "specialized foster homes" as licensed residential facilities with enhanced training and supervision for foster youth with higher needs, with rates to be determined by the department by January 1, 2023.

Creates the Children's Crisis Continuum Pilot Program for 5 years to develop in-state treatment options for foster youth with complex mental health needs, including crisis stabilization units, crisis residential programs, and intensive services foster care.

Requires short-term residential therapeutic programs to provide trauma-informed support and transition services for planned and unplanned discharges as a condition of licensure.

Appropriates $20,000,000 annually to support counties serving foster youth with unplanned discharges or unable to secure therapeutic placements, plus $2,000,000 for a statewide request for proposals for services to youth with severe mental health and developmental disabilities.
