Eliminates the requirement for a two-thirds vote to award contracts for planning, design, construction, and related work on transit systems and authority facilities; instead requires only a majority vote for these contracts.

Requires a two-thirds vote only for contracts that include operation and maintenance elements, contingent on a finding that the contract will achieve a more competitive solicitation process regarding quality, timeliness, price, and private sector efficiencies.

Maintains existing requirements that contracts be let to the lowest responsible bidder or through competitive bidding with objective selection criteria that may include design approach, life-cycle costs, and factors beyond price.

Requires publication of bid notices at least 60 days in advance for contracts exceeding $10 million and at least 30 days for contracts of $10 million or less.

Specifies that all construction work under these contracts constitutes public works projects subject to prevailing wage requirements and Department of Industrial Relations enforcement under the Labor Code.
