Requires the State Department of Developmental Services to establish a pilot project by July 1, 2023 to develop metrics and methods for evaluating outcomes of services provided to individuals with developmental disabilities through regional centers and service providers.

Mandates selection of at least 3 regional centers to participate and identification of up to 4 types of services for which outcome metrics will be developed, focusing on service delivery method, quality, and consumer/family satisfaction.

Allows the department to temporarily modify service codes during the pilot project to align with outcome goals and requires service definitions to respect individuals' race, culture, language, gender identification, and sexual orientation.

Permits regional centers participating in the pilot to contract for information technology, technical assistance, and project management services on a bid or nonbid basis, exempting these contracts from the Public Contract Code and Department of General Services review.

Authorizes the department to implement the pilot project through program directives without formal rulemaking and repeals these provisions on January 1, 2027.
