Requires premoistened nonwoven disposable wipes manufactured on or after July 1, 2022, to be labeled clearly with "Do Not Flush" phrase and symbol on packaging, with label size equal to at least 2 percent of the principal display panel.

Prohibits covered entities from making any representations about flushable attributes, benefits, performance, or efficacy of covered products through product names, endorsements, trademarks, or other means.

Establishes California Consumer Education and Outreach Program requiring covered entities to participate in collection studies with wastewater agencies, conduct consumer surveys, and implement multilingual education campaigns until December 31, 2026.

Authorizes civil penalties up to $2,500 per day (maximum $100,000 per violation) for violations, enforceable by Attorney General, district attorneys, city attorneys, or county counsel.

Applies statewide and preempts all local rules and ordinances regarding labeling of covered products.
