• Lead agencies must mail or email environmental impact report notices to responsible agencies and post them on the lead agency's internet website, with notices also posted on county clerk websites instead of only in physical offices.

• Draft environmental impact reports, negative declarations, and mitigated negative declarations must be submitted to the State Clearinghouse in electronic form and posted on the lead agency's internet website for all projects.

• Public review periods for environmental documents increase to 45 days for draft environmental impact reports and 30 days for negative declarations when a state agency is involved or the project has statewide, regional, or areawide significance.

• State agencies must file notices of determination and exemption electronically with the Office of Planning and Research, with notices available for public inspection on OPR's website for at least 12 months instead of posted weekly for 30 days.

• Local agencies must file notices of determination or exemption electronically with county clerks when that option is available, and public agencies must file notices of completion using OPR's online process.
