Requires counties to make best efforts to provide undocumented minors and nonminor dependents in foster care with access to immigration legal services, either directly or through outside legal service providers.

Mandates that placing agencies notify a dependent child's or nonminor dependent's attorney within 5 business days of learning the child is an undocumented immigrant.

Removes the January 1, 2022 repeal date for Probate Code Section 2104.1, making permanent the authorization for out-of-state nonprofit charitable corporations to be appointed as guardians in connection with special immigrant juvenile status petitions.

Establishes that no state reimbursement is required for costs resulting from this act, as increases in local program costs are limited to levels already funded by 2011 Realignment Legislation.
