Requires county transportation commissions in Los Angeles and San Bernardino counties to jointly develop a funding and implementation program for regional transit services that includes service to international airports.

Program must include a system plan of regional transit services, implementation schedule for new services to Ontario International Airport and other airports, coordination policies for fares and schedules, and funding plans utilizing federal and state funds.

Initial draft program must be completed by December 1, 2022, followed by joint public hearings in each county at least 30 days after completion, with final adoption by both commissions.

Program must consider specialized transportation needs of elderly and disabled persons and be consistent with adopted regional transportation plans.

Constitutes a state-mandated local program; reimbursement to local agencies shall be made pursuant to Government Code Part 7 if the Commission on State Mandates determines costs are state-mandated.
