Extends authorization for job order contracting by school districts and community college districts from January 1, 2022, to January 1, 2027.

Requires entities awarded job order contracts exceeding $25,000 to provide enforceable commitments that they and their subcontractors will use skilled and trained workforce for apprenticeable occupations in building and construction trades, unless a project labor agreement already requires this.

Applies skilled and trained workforce requirements in accordance with Chapter 2.9 (commencing with Section 2600) of Part 1 of the Public Contract Code.

Exempts job order contracts already subject to project labor agreements that bind all contractors and subcontractors to use a skilled and trained workforce.

Clarifies that no state reimbursement is required under Article XIII B of the California Constitution because costs result from changes to crime or infraction definitions and penalties.
