Prohibits pharmacies from refusing to dispense electronic prescriptions solely because they were not submitted through or compatible with the pharmacy's proprietary software.

Allows pharmacies to decline electronic prescriptions only if the software fails to meet specified standards, including NCPDP SCRIPT standards, federal HIPAA compliance, or DEA controlled substance regulations.

Establishes new exemptions allowing prescribers to register with the California State Board of Pharmacy to issue non-electronic prescriptions if they issue 100 or fewer prescriptions annually, practice in declared emergency areas, or face circumstances beyond their control.

Requires pharmacies to immediately transfer electronic prescriptions to alternative pharmacies upon patient request, unless the transfer would violate state or federal law or exceed current technical standards.

Requires pharmacies to immediately notify prescribers of failed, incomplete, or improperly received electronic prescription transmissions.
