Requires the State Department of Social Services to enter into agreements with Indian tribes, tribal organizations, or tribal consortiums upon request regarding care, custody, and jurisdiction over Indian child custody proceedings.

Eliminates tribal share of costs requirements for agreements and specifies that nonfederal costs must be borne by the state, except when an Indian child is transferred to county jurisdiction.

Requires tribes to claim and use all eligible federal funding available under Title IV-E of the federal Social Security Act.

Repeals provisions that relieved counties of responsibility for child welfare services when tribal agreements take effect, potentially increasing county responsibilities for affected children.

Specifies that no state reimbursement is required for costs resulting from this act to the extent they exceed funding provided for 2011 Realignment Legislation mandates.
