Exempts mobile slaughter operators from licensing requirements when slaughtering multiple livestock from multiple owners on the premises of one owner or producer, provided the meat is not for sale and used only by owners, households, employees, and nonpaying guests.

Requires mobile slaughter operators to be licensed as both a custom livestock slaughter operation and livestock meat inspector, with license and renewal fees not exceeding $500; requires annual training from the department's Meat, Poultry and Egg Safety Branch.

Requires producers conducting multiple slaughter operations on their premises to register with the department for a one-time fee not exceeding $100, and to reregister if moving locations or changing ownership.

Mandates mobile slaughter operators and producers maintain detailed records for at least one year, including dates of slaughter, owner and producer information, livestock identification numbers, and facility locations, with records subject to inspection by department officials and peace officers.

Requires slaughter premises to have adequate sewer, facilities, and potable water, and all slaughter activities must comply with applicable state and federal environmental and zoning laws.
