Increases minimum qualifying age for peace officers from 18 to 21 years of age, effective January 1, 2022, with exceptions for those already enrolled in basic academy or employed as of December 31, 2021.

Requires the California Community Colleges Chancellor's office to develop a modern policing degree program in consultation with POST, law enforcement, California State University, and community organizations.

Mandates submission of a report by June 1, 2023 outlining implementation plans for the degree program, including psychology, communications, history, ethnic studies, law, and critical thinking courses.

Requires consideration of prior law enforcement experience, military service, postsecondary education, and work experience as potential credits toward employment eligibility requirements.

Directs the Commission on Peace Officer Standards and Training to adopt recommended education criteria within two years of the Chancellor's report submission, including financial assistance recommendations for disadvantaged communities.
