Authorizes eligible entities (cities, counties, nonprofits, tribal governments, and others) to establish and participate in regional climate networks to address climate change impacts within their regions.

Requires the Office of Planning and Research to develop and publish guidelines by January 1, 2023, on how eligible entities may establish regional climate networks and governing boards with equitable representation.

Requires regional climate networks to develop regional climate adaptation and resilience action plans by July 1, 2023, with standards including climate vulnerability assessments, project prioritization, equity considerations, financing strategies, and monitoring plans.

Requires the Office of Planning and Research, in consultation with the Office of Emergency Services, to provide technical assistance to regional climate networks and make legislative recommendations by January 1, 2025, regarding state support and funding mechanisms for regional adaptation efforts.

Specifies that regional climate networks may engage in activities including developing adaptation plans, implementing projects, facilitating best practice exchanges, conducting training, administering grants, and must comply with the Ralph M. Brown Act and public meeting requirements.
