Authorizes school districts to procure alternative design-build contracts for public works projects exceeding $5,000,000 until January 1, 2029, awarding to either the lowest bid or best value contractor.

Defines "alternative design-build" as a project delivery process where both design and construction are procured from a single entity based on proposed design cost, general conditions, overhead, and profit.

Requires design-build entities to commit to using skilled and trained workforces for apprenticeable occupations in building and construction trades, unless a project labor agreement is in place.

Establishes procurement procedures including prequalification of entities, request for proposals with specified evaluation criteria, and restrictions on retention withholding at 5 percent maximum.

Requires school districts to submit a report to the Legislature by January 1, 2028, detailing alternative design-build project usage, costs, contractors, protests, and subcontractor participation; chapter sunsets January 1, 2029.
