Requires the State Air Resources Board to regulate mobile fueling on-demand tank vehicles as mobile sources and adopt emissions control regulations and equipment certification standards by January 1 of the year following legislative appropriation.

Authorizes air districts to enter memoranda of understanding with the state board to enforce regulations governing motor vehicle fueling operations of mobile fueling on-demand tank vehicles, including location requirements and emission control standards.

Mandates mobile fueling on-demand tank vehicles be equipped with state board-certified vapor recovery systems and be loaded exclusively through bottom loading equipment unless equipped with certified vapor recovery systems.

Requires the state board to assess and annually adjust fees on mobile fueling on-demand tank vehicles to recover implementation costs, with revenues deposited in the Air Pollution Control Fund and available for reimbursing districts for enforcement expenses.

Permits air districts to inspect and test emissions control systems on mobile fueling on-demand tank vehicles for enforcement purposes, while maintaining state board authority over certification and preventing districts from imposing separate fees or permits on these vehicles.
