Limits the Department of Motor Vehicles' authority to suspend a driver's license for failure to appear to only those alleged violations that are a misdemeanor (other than failure to appear) or any felony; infractions do not trigger suspension.

Makes driving without a valid license an infraction with a $100 fine for first and second violations if the person has no prior driver's license suspensions or revocations for specified serious driving offenses.

Makes driving without a license either an infraction or misdemeanor (at court discretion) if a person has a prior suspension or revocation for specified offenses, or for a third or subsequent violation.

Changes the penalty for driving without a license from a misdemeanor to an infraction under specified circumstances, with fines that cannot include additional fees, assessments, surcharges, or penalties.
