Increases the acreage limit for the Small Timberland Owner Exemption from 100 acres to 300 acres or less of timberland within a single planning watershed in the northern and southern forest districts.

Removes the restriction that limited each landowner to a maximum of 3 Small Timberland Owner Exemptions, allowing unlimited exemptions per landowner.

Authorizes construction or reconstruction of temporary roads on slopes of 30 percent or less under the Small Timberland Owner Exemption, subject to specific conditions including distance limitations from watercourses and requirements for professional forester oversight.

Maintains existing restrictions on tree harvesting including prohibitions on clearcutting, limits on tree diameter sizes (maximum 32 inches for most trees, 26 inches for oak), and retention of six largest trees per acre.

Specifies temporary road construction is limited to no more than 2 miles per ownership per planning watershed per 5-year period, with cumulative length varying from 300 to 600 feet depending on exemption size.
