Prohibits city or county legislative bodies from requiring a public hearing when reconfiguring existing space to add bedrooms within an existing dwelling unit

Applies only to permit applications adding no more than 2 additional bedrooms within a single existing dwelling unit

Does not restrict local agencies from requiring public hearings for projects that increase the total number of dwelling units within a structure

Declares that housing adequacy is a statewide concern, not a municipal affair, and applies to all cities including charter cities

No state reimbursement required because local agencies have authority to levy service charges or fees to cover mandated costs
