Reduces maximum family fees from 10% to 1% of monthly family income for preschool and child care services, effective July 1, 2023, subject to appropriation.

Exempts families with adjusted monthly income below 75% of state median family income from paying any family fees, starting July 1, 2023.

Prohibits collection of family fees for the 2021–22 and 2022–23 fiscal years.

Requires contractors to reimburse childcare providers and family childcare home networks the full certificate or voucher amount without deducting family fees during the 2022–23 fiscal year.

Prohibits providers from absorbing pay reductions and prohibits reductions in contracted spaces due to decreased family fee collection.
