Authorizes licensed craft distillers to directly ship distilled spirits to consumers until January 1, 2024, as temporary relief from COVID-19 pandemic economic impacts.

Limits direct shipments to a maximum of 2.25 liters per consumer per day in prepackaged containers, solely for personal use and not for resale.

Requires craft distillers to maintain shipping records for department inspection and mandate common carriers obtain signature of individuals age 21 or older upon delivery.

Mandates containers be labeled with "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 YEARS OR OLDER REQUIRED FOR DELIVERY."

Takes effect immediately as an urgency statute and automatically repeals on January 1, 2024.
