Extends the deadline for the City of West Sacramento to achieve urban level of flood protection from 2025 to 2030, allowing five additional years to complete flood management improvements.

Adopts and approves the West Sacramento Project for flood risk reduction along the Yolo Bypass, Sacramento Bypass, and Sacramento River as authorized by Congress in the Water Infrastructure Improvements for the Nation Act (Public Law 114-322), with state cost participation to be determined by Legislature.

Restructures the Board of Trustees for Reclamation District No. 900 to consist of five members appointed by the City Council of West Sacramento who must be city council members or residents of the city, serving four-year terms at the pleasure of the City Council.

Expands Reclamation District No. 900's boundaries to include Maintenance Area 4, with dissolution of that area permitted only after the district or a signatory agency assumes levee maintenance responsibilities under specified water code sections.

Provides for state reimbursement to local agencies for any costs mandated by the act if determined by the Commission on State Mandates.
