Designates state officials authorized to represent California in government-to-government consultations with tribes, including the Governor, Attorney General, agency directors, and constitutional officers.

Encourages state agencies to consult with federally recognized tribes and nonfederally recognized tribes on a government-to-government basis regarding policies, regulations, and programs with tribal implications.

Requires the Department of Human Resources to develop training on government-to-government consultations by June 1, 2024, in consultation with state entities and tribal governments.

Mandates designated state officials complete the consultation training by January 1, 2025, or within six months of appointment if appointed later, with annual retraining required.

Encourages agencies to respond to federally recognized tribe consultation requests within 60 days and to consider tribal consultation needs before approving agency actions.
