Prohibits the simultaneous service of up to 3 county-appointed employees on the hospital authority's governing board from being used as evidence that the hospital authority is not independent or lacks control of the medical center.

Allows the Alameda County Board of Supervisors to establish a separate hospital authority to manage the Alameda Health System while maintaining county oversight of physical plant and facilities.

Requires the hospital authority to negotiate with physician employee unions before January 1, 2024 regarding any privatization of physician services, with disputes subject to binding arbitration.

Establishes baseline data reporting requirements for the medical center consistent with state standards, requiring quarterly reports to the county on inpatient days, outpatient visits, emergency room visits, and other health care metrics.

Specifies that hospital authority liabilities do not become county liabilities, but the county retains ultimate responsibility for indigent care under state law.
